Ed Murray asks Tom, "what happens to a family when jobs are lost?"

I think what Tom was getting at is the fact that families are no longer forming at a healthy rate; rather, children are being born into single households at a rate of 40%, 70% in Black households. Many of these children and their moms will end up needing government (taxpayer) support. And the cycle gets perpetuated through the generations as children have no model for a stable mom-dad-child family.
